The vast majority of homeowners in our neighborhood belong to the Old Paper Mill Homeowners' Association, which allows certain access to Old Paper Mill's common properties including the clubhouse, swimming pool, tennis courts and the children's playground.
There are two types of Association memberships - Recreation and Civic. A Recreation Member has access to all Old Paper Mill's common properties including the clubhouse, swimming pool, tennis courts and the children's playground. Civic Members only have access to the clubhouse and the children's playground.
(1) If you are buying a Civic Member home, the home automatically converts to a Recreation Member home at closing - closing costs would be $500.
(2) If you are buying a home that is not a member of the Association, you may join as a Recreation Member with closing costs of $1,000. If you purchase an Old Paper Mill home that is not a member of the Association and do not join, you are asked to voluntarily pay $500 to the Association for the general upkeep of the common properties which includes landscaping, one of the largest expenses incurred. Most homeowners who are not members voluntarily pay the requested contribution.

Dues are payable in the first quarter of each year, typically in January when the annual Association meeting is held. For 2024, the Annual meeting was held in February 2024.

American Disposal Services has partnered with Old Paper Mill to provide garbage and recycling services at a discounted group rate. Closing, Realtor & Mortgage Closing Letters
If you need a letter from the Association for your real estate agent, closing attorney or mortgage company, or have any questions, please contact the Association's Treasurer, Keith Palmer at keith.w.palmer@pwc.com. Your letter request should include the name of the purchaser(s), purchaser(s) contact information and the expected closing date.
